The 1996 Solomon Amendment provides for the Secretary of Defense to deny federal funding to institutions of higher learning if they prohibit or prevent ROTC or military recruitment on campus.

This law has been codified in 10 USC Sec. 983. Version in effect as of Jan 2000 shown here.

Apparently there have been some suggestions to deny federal funding for Columbia University based on this law.

Totally interesting! Columbia is a prestigious university, and no doubt it has a rather symbiotic role with elements in the US federal Government. Of course, it wouldn't be necessary for the Secy. of Defense to actually deny any funding - threatening would probably generate enough publicity to force ROTC onto the campus.

Such a move would be quite bold, given Columbia's relationship with former US President Eisenhower. I imagine it's unlikely, but it would be really sad for this to become increasingly politicized.
